Who We Are

In 1979, the National Science Foundation (NSF) created the Established (formerly Experimental) Program to Stimulate Competitive Research (EPSCoR) in response to concern over the uneven distribution of federal research and development grants. Along these lines, NIH’s EPSCoR-like program is called the Institutional Development Award (IDeA) program. EPSCoR/IDeA programs are accelerating science and technology for U.S. global competitiveness, prosperity, and security. As a consequence of their participation in EPSCoR/IDeA, the states eligible to participate in the programs formed the Coalition to help them identify and address many common problems and needs. The objects and purposes for which the Coalition is organized and operated are to promote the social welfare by engaging in such activities, as are permitted hereunder and under all applicable laws, to expand the capacity of the United States of America, and Commonwealths and territories, to carry out scientific and engineering research and education.
