NIH IDeA Program
The NIH Institutional Development Award (IDeA) program builds biomedical research capacity in states that historically receive a disproportionately small share of NIH funding. Administered by the National Institute of General Medical Sciences (NIGMS), IDeA strengthens institutions, supports researchers, and expands clinical research infrastructure across underserved regions.
Purpose
IDeA is designed to:
- Increase competitiveness for NIH funding
- Build research infrastructure and institutional capacity
- Develop the biomedical workforce pipeline
- Expand clinical and translational research capabilities
- Improve health outcomes, particularly in rural and underserved communities
Eligibility
States and territories qualify if they receive less than a defined share of NIH funding (historically ~1% or less). These jurisdictions include many rural states and U.S. territories.

- Integrates research with healthcare systems
- Addresses regional health challenges
